CONSTITUTION OF IPFC/TR

Article 1. Definition and Aims

The “International Public Finance Conference/Türkiye” is a conference that aims to examine new developments in the field of public finance, to discuss national and international financial issues and to develop solutions, to create a basis for international cooperation and information sharing among public finance scientists, to bring together public finance scientists and high-level bureaucrats in scientific and scientific research. It is a scientific platform organized by the Public Finance Department of the university, which is determined by the Conference General Assembly once a year to establish social ties.

The aims of the conference are:

a) To examine new developments in the field of public finance, discuss national and international financial issues, and develop and present solutions to financial problems.

b) To encourage interdisciplinary studies, research and projects related to public finance.

c) To contribute to increasing individual and institutional recognition at national and international levels through academic studies in finance science.

d) To create a basis for international cooperation and information sharing between finance scientists from Türkiye and various world countries.

e) To contribute to the production of qualified academic studies in the field of finance and the development of scientists.

f) To unite public finance scientists and senior bureaucrats to establish scientific and social ties.

g) To observe respect for humans, labour and knowledge at every stage of academic life in finance and to comply with scientific, ethical rules.

Article 2. Organs of the Conference

Conference organs; The General Assembly consists of the Scientific and Organizing Committee.

Article 3. Formation and Operation of the General Assembly

The General Assembly is the most authoritative decision-making body of the conference. General Assembly; It consists of faculty members from Faculties of Economics and Administrative Sciences, Faculties of Economics and Faculties of Political Sciences, Fiscal Law Department of Law Faculties, and Turkish or foreign lecturers who have or have made an academic career in Public Finance and their retirees.

The General Assembly of the Conference normally meets once a year at the place where the conference is held and at the date and time determined in the conference program. To the General Assembly; In the absence of the honorary Chairman, the Chairman of the Scientific Committee, one of the vice-chairmen or the Chairman of the Organizing Committee, respectively, chairs and manages. Each public finance scientist attending the General Assembly has one vote, and votes are cast personally. Decisions are taken by the absolute majority of those attending the general assembly.

Article 4. Powers and Duties of the General Assembly

The General Assembly is a forum environment where evaluations of the conference are made. The powers and duties of the General Assembly are as follows:

a) To determine the university that will organize the symposium every year.

b) To elect the members of the Conference Scientific Committee from among the members of the General Assembly.

c) Evaluating the conference data presented by the Chairman of the Organizing Committee of the Conference.

d) To express opinions and suggests to the Scientific Committee and the Organizing Committee regarding the conferences.

e) To decide on the amendment proposals in the conference constitution.

Article 5. Formation and Election of the Scientific Committee

The Scientific Committee; consists of the honorary Chairman, twenty-one members elected at the General Assembly, the representative of the department that organized the conference that year, and a maximum of fifteen foreign scientists working in the field of public finance.

For the membership of the Scientific Board, a member of the General Assembly may nominate another person in the general assembly hall, or he may be himself a candidate. Members to serve for three years; They are elected from among professors, associate professors and assistant professors who are members of the General Assembly. Professors elect professor members, associate professors elect associate professor members, and assistant professors elect assistant professors.

The academic title change of the members during their term of office does not affect the membership of the Scientific Board. Instead of the resigned member, alternate members are called to the Scientific Committee, respectively. There cannot be more than one Science Board member from the same faculty of a university. Foreign scientists are proposed by the members of the General Assembly and determined by the Scientific Committee.

Article 6. Meeting and Operation of the Scientific Committee

The Honorary Chairman of the Scientific Committee is Prof. Dr. Aykut Herekman. If he participates, he presides over the boards. The Scientific Committee convenes under the chairmanship of the Honorary President or the most senior member of the Scientific Committee on the day and place of its new formation. It selects a chairman and two vice-chairmen from among the professor members.

The Scientific Committee conference preparatory meetings are held at the place where the conference is held, and the others are held at the university that will organize it or at the place that will most suit the members of the Conference Scientific Committee upon the call of the Chairman of the Conference Organizing Committee. In cases where the Honorary Chairman cannot attend the Scientific Committee meetings, the Chairman of the Scientific Committee, and in the absence of the Honorary Chairman, the senior Vice Chairman of the Scientific Committee shall preside. The decision quorum in the Scientific Committee is the majority of the attendees.

The membership of the member who does not attend the Scientific Committee meetings twice without any excuse within the term of office is automatically terminated.

Article 7. Powers and Duties of the Scientific Committee

The powers and duties of the Scientific Committee are as follows:

a) To decide on the conference’s main topic and, if any, the panel’s topic.

b) To discuss, propose and evaluate the invited speakers and panellists who will participate in the conference.

c) To evaluate the papers sent to the conference by blind peer review method and to determine the ones to be presented.

d) To decide to organize simultaneous Turkish/English sessions at the conference.

e) To determine Turkish or foreign reviewers to evaluate and review the full-text papers sent to be included in the conference proceedings.

f) To propose changes in the conference constitution and prepare for it.

Article 8. Composition of the Organizing Committee

The Organizing Committee consists of lecturers determined by the Head of the Department of Public Finance, who undertook the conference for the relevant year. The Chairman of the Organizing Committee is the Head of the Public Finance Department or a faculty member he deems appropriate. Members from different institutions may participate in the Organizing Committee to contribute to the conference.

Article 9. Authorities and Duties of the Organizing Committee

The powers and duties of the Organizing Committee are as follows:

a) To hold Scientific Committee meetings on time and in an appropriate environment.

b) To ensure the coordination of the regulations regarding the conference.

c) To determine where the conference will be held and to organize it.

d) To create the program of the sessions according to the topics of the papers to be presented and to propose the chairpersons of the sessions based on seniority.

e) To carry out the secretariat services of the conference (correspondence, classification of papers, conference web page, etc.).

f) Presenting the conference data (number of participants, organization information, data on the papers, income and expense breakdown, etc.) to the information of the General Assembly.

g) To publish an editorial conference proceedings book, an edited Turkish book and an edited English book.

h) To implement other decisions of the General Assembly and Scientific Committee.

Article 10. Determination of the University to Organize the Conference

The university that will organize the symposium next year is determined by voting in the General Assembly every year, considering the availability of a sufficient number of faculty members and assistants in the relevant department. The decision of the General Assembly is certain. The Scientific Committee can take the necessary decisions and measures in unexpected situations.

Article 11. Determination of the Conference Calendar

At the first meeting of the Conference Scientific Committee, the conference calendar is determined under the following headings:

a) Calling for papers to be submitted.

b) Sending the abstracts of the papers to be submitted.

c) Evaluation and explanation of the papers to be submitted.

d) Announcement of the conference dates.

e) Application and registration procedures.

f) Preparation and announcement of the conference program.

g) Presentation and discussion of papers at the conference.

h) Sending the full texts of the submitted papers.

k) Blind peer review of the submitted full-text papers.

l) Publishing the editorial conference proceedings book.

m) Publication of the edited Turkish book and the edited English book.

Article 12. Calling for a Conference

After the first meeting of the Conference Scientific Committee, the conference call text is announced to the relevant department heads by the Organizing Committee and announced on the conference website. In addition, this call is made to relevant public institutions and scientists abroad.

The conference call includes where and when the conference will be held, the main topic of the conference, when the papers will be sent, and the conference calendar.

Article 13. Submission of Abstracts of the Conference

High-level public officials working in the field related to Turkish or foreign Public Finance Scientists can send a summary statement to be presented at the conference. A person can be named in a maximum of two abstracts. However, a person can only submit one paper. The first name must be included in the list of Public Finance Scientists in joint studies sent from abroad. The language of the papers to be presented can be Turkish or English. If the presentation of the paper is in Turkish, Turkish and English; If it is in English, only the abstract text in English is sent.

Article 14. Writing the Abstracts of the Conference

Conference abstracts are written in a total of 300-500 words in accordance with scientific and ethical rules.

Abstracts include the purpose of the study, the method and data to be used, and the findings and results to be obtained.

Keywords are included in the abstract, but gel codes, subheadings and a bibliography are not required.

Article 15. Writing the Full-Text Papers for the Conference

In accordance with the scientific and ethical rules of the full-text papers of the conference, a total of 1,500-2,000 words, excluding the bibliography, are written.

In the papers, if the text of the paper is in Turkish, there is Turkish abstract and English abstract; if it is in English, only the English abstract. 3-6 Turkish keywords are given under the Turkish abstract, 3-6 English keywords and 2-3 JEL Codes related to the field of study are provided under the English abstract.

In addition, the papers have an introduction, main text, conclusion and bibliography sections. In-text citation method (APA) is used in the papers. The citation indicates the author’s surname, publication year, and page number in parentheses. All tables, figures and graphics to be included in the text of the paper are numbered within themselves with a sequence number. At the end of the text of the paper, an alphabetical bibliography is given according to the authors’ surnames.

Article 16. Evaluation of Conference Abstracts

Abstracts submitted to be presented at the conference; The names and institutions of the author(s) are evaluated by the Scientific Board in terms of their suitability and scientific competence or passed through the referee process without disclosing their names and institutions. Papers deemed appropriate to be presented announced on the conference website, and a “Letter of Acceptance” is sent to the author(s) by e-mail.

Article 17. Theme and Procedure of the Conference Panel

The conference panel topic can be determined by the Organizing Committee and the Scientific Committee, considering the suggestions received from the public finance departments. The panellists to be invited according to the panel topic are determined by the Organizing Committee and the Scientific Committee and announced on the conference web page.

Article 18. Presentation of Conference Papers

The language of the papers to be presented at the conference can be Turkish or English. Presentation of conference papers is done in 15-20 minutes. Paper owners are in the hall 15 minutes before their session and make their preparations for the presentation. If a visual presentation is to be prepared, the Microsoft PowerPoint program should be used. After the presentations are presented, evaluation, comments and questions are included.

In the joint statement, one of the authors is determined as the corresponding author. This author is responsible for sending the paper, informing other authors about the acceptance process, and presenting the accepted paper. The name of the corresponding author is placed on the presentation table.

Article 19. Young Public Financers Session

The “Young Public Financers Session” conference is organized to improve young public financers’ presentation skills, discuss the thesis, article or project studies they have done, evaluate their suggestions, and create a basis for cooperation and information sharing among them. Faculty members with a master’s degree or doctorate in public finance at universities are considered young public financers. In the joint papers presented in this session, the first name author must be a young public financier, and this person must make the presentation.

Article 20. Publication Ethics and Responsibilities

International Finance Symposium/ Türkiye accepts the ethical principles and responsibilities set by the Committee on Publication Ethics – COPE; accepts the standards of ethical behaviour expected from all parties, including the publisher, editor, reviewers, authors and readers.

Publisher’s Ethical Responsibilities;

Publisher papers are made available as open access. It is responsible for determining the editors and conducts audits to protect the independence of the selected editors. It protects the copyright of published papers.

Editors’ Ethical Responsibilities;

It is responsible for managing and developing the processes related to the papers/book chapters published in the proceedings, increasing the publication’s quality, exchanging views with the stakeholders, and maintaining the ethics and publication policies. While fulfilling these responsibilities, it makes maximum efforts to ensure impartiality and confidentiality and to prevent copyright infringement and plagiarism through the iThenticate program.

Ethical Responsibilities of Reviewers;

Regarding the reviewing process of the papers, the principle of blind peer reviewing is applied. In this context, the names or institutions of the authors are not notified to the reviewers and the identity of the reviewers is not disclosed to the authors.

In addition, the reviewers are only reviewing the articles related to their field of expertise; While doing this, they are responsible for evaluating the accepted article in constructive language, paying attention to the principles of impartiality and confidentiality, and avoiding inappropriate expressions criticism.

Ethical Responsibilities of Authors;

Original papers of authors are accepted. A work presented or published at another event cannot be sent to the International Public Finance Conference/Türkiye.

Authors are responsible for preparing their papers by paying attention to plagiarism, forgery, distortion, republishing, slicing, unfair authorship and other ethical violations, which are considered “Actions Contrary to Scientific Research and Publication Ethics” as described in the Higher Education Institutions Scientific Research and Publication Ethics Instruction by Higher Education Council. The audit of ethical violations can always be made by the editor’s ex officio or upon complaint.

Article 21. Publishing the Proceedings of the Conference

Papers presented at the conference were published in a Proceedings Book with an ISBN by well-known national/international publishers under the editorship of the Organizing Committee President and/or its members. The Proceedings Book is published electronically. Only full-text papers in English are included in the Proceedings Book. The copyrights of the full-text papers published in the Proceedings Book belong to the authors who presented the papers at the IPFC/TR.

Article 22. Other Publication Facilities

The papers presented at the conference can be developed according to the contributions and feedback and published as an article or book chapter. Articles or book chapters are written in a total of 5,000-9,000 words in accordance with scientific ethics and the rules on the conference website. In articles or book chapters, if the text is in Turkish, there is Turkish abstract and English abstract; if in English, only the English abstract. 3-6 Turkish keywords are given under the Turkish abstract, 3-6 English keywords and 2-3 JEL Codes related to the field of study are given under the English abstract.

In addition, article or book chapters include an introduction, main text, conclusion and bibliography. In these studies, the in-text citation method ( APA ) is used. The citation indicates the author’s surname, publication year, and page number in parentheses. All tables, figures and graphics included in articles or book chapters are numbered within themselves with sequence numbers. At the end of the article or book chapter texts, there is an alphabetical bibliography according to the authors’ surnames.

Of the author(s), articles or book chapters can be used in one of the following publication types:

Article: It is published in the International Journal of Public Finance (IJPF) and scanned in TRIndex and International field indexes.

IJPF Journal (E-ISSN: 2548–0499), published by the International Public Finance Conference/Türkiye, publishes original research in the field of public finance; It is a blinded peer-reviewed and open access international e-journal with special emphasis on fiscal theory, financial economics, fiscal law, and budget and financial planning. Authors who prefer to publish articles in our journal should submit their applications via the https://Dergipark.org.tr/tr/pub/ijpf web page.

Chapter in an English International Book: It is published as a chapter in an English International Book published by well-known international publishers under the editorship of the Chairman and/or members of the Organizing Committee and with an ISBN. Persons who send chapters to the English International Book are deemed to have transferred their copyrights to the publishers regarding the publication of chapters in the book.

The chapters to be published in the English International Book are written only in English. Submitted texts are evaluated by the Editor(s) or Turkish or foreign reviewers, who are determined by considering their field of expertise through the blind review process. Studies found to be “publishable” or “editable and publishable” as a result of the evaluation are published after they are passed through the proofreading/editing service. The authors of the book chapters pay the cost of proofreading/editing services.

Chapter in a Turkish National/International Book: It is published as a chapter in a Turkish National/International Book published by a well-known national/international publisher under the editorship of the Chairman and/or members of the Organizing Committee. Persons who send chapters to the Turkish National/International Book are deemed to have transferred their copyrights to the publishing house regarding the publication of chapters in the book.

The sections to be published in the Turkish National/International Book can be written in Turkish or English. Submitted texts are evaluated by the Editor(s) or Turkish or foreign reviewers, who are determined by considering their field of expertise through the blind review process. Studies found to be “publishable” or “editable and publishable” as a result of the evaluation are published after the editing process.

Article 23. Enforcement

This Constitution was accepted at the General Assembly meeting on 29.10.2022 and entered into force. With the entry into force of this Constitution, the old constitutions have been repealed.

Article 24. Execution

The provisions of this Constitution are carried out by the Scientific Committee and the Organizing Committee according to their subjects.
